The Evolution of Civilian Protection in UN Peace Missions

Diploma thesis examines the evolution of the protection of civilians in UN peacekeeping operations. To approach the topic comprehensively, the theoretical part covers the history of the protection of civilians and its normative framework, as well as the conceptualization of UN peacekeeping operations. The main objective of the thesis is to analyze the changes in the approach to the protection of civilians across three generations of UN peacekeeping operations and to identify the key moments of this evolution. It also traces the role of failures in UN peacekeeping operations, the reasons for these failures, and their impact on the mandates of subsequent missions. Mapping the evolution of the protection of civilians relies on the analysis of resolutions and other UN documents, as well as three case studies of key peacekeeping operations: ONUC in Congo, UPROFOR in Bosnia- Herzegovina, and UNAMID in Darfur, Sudan. Missions with a mandate to protect civilians, as a new phenomenon of third-generation peace operations, are also analyzed. Prevailing trends and possible limitations of these mandates are also discussed.

1 Peacekeeping Operations within the System of Collective Security Summary The purpose of this thesis is to provide the reader not only with the basic overview of the formation of the peacekeeping missions and evolution of these missions to present form, but also to introduce him direction of present globalized (or globalizing) world in relation with the future development of international organizations and relations of its member states. The reason of my interest in this topic is my interest in history and what does existence of these organizations mean for our future. Are we stronger because of them or do they lead to more problems than they solve? This thesis is composed from chapters focused on history and organizational structure of international organizations, present state of peacekeeping operations, case studies of chosen peacekeeping operations, Czech Republic's involvement in the international structures and final chapter inspired by the Brahimi report which is focused on technological progress and its effect on present and future of peacekeeping operations and other conflicts. International organizations are global or regional, are distinguished by their focus and reason of their existence. Summary: Responsibility for the United Nations peacekeeping operations The purpose of this thesis is to analyze an issue whether the United Nations (UN) or troop contributing countries are responsible for the conduct of military contingents in the UN peacekeeping operations. The thesis focuses solely on UN-led operations and on peacekeeping forces - military troops contributed by member states in whole contingents, rather than as individuals. The reason for focusing on peacekeeping forces is their unique hybrid legal status. While they remain in the service of their states, they become for the period of their assignment international personnel under the authority of the UN. This thesis is composed of four chapters. Chapter one describes the meaning and the legal basis of peacekeeping operations and defines which types of operation are subject of the thesis. Second chapter deals with general rules governing international responsibility of states. Chapter three examines legal personality and responsibility of international organizations, in particular the UN. These two issues are closely related because for an entity to bear international obligations, it must first be established that the entity is a legal person. Peacekeeping Operations within the System of Collective Security

of the Thesis: Peacekeeping Operations within the System of Collective Security The Thesis is developed on the basis of empirical-analytical approach is also used content analysis of documents and the comparative method. The Thesis is divided into three main parts. The first deals with the concept gradually collective security, the development of universal international organizations and is devoted to peacekeeping operations within the UN. I deal with here in particular the development of these missions from the beginning to the present. The first part is devoted to regional organizations and their contributions in the framework of collective security with regard to the guiding role of the UN. The intent of this section is to show the development of the concept of collective security and to highlight current issues related to security policy. The emphasis is on recent developments in the European area, especially on the development of common foreign and security policy. In the second part of the thesis I'm processing the case study, which concerns the conflict in Libya, which erupted in February 2011 and which created an interesting precedent. The effectiveness of the completed UN peacekeeping missions in Africa

The diploma thesis deals with the effectiveness of the completed UN peacekeeping missions in Africa from the year 2000. Firstly, a development of peacekeeping is summarized. The next part -the theoretical part- is focused on a definition of effectiveness criterion (a dependent variable), chosen independent variable and there is analysed literature which the female author used. There is explained chosen criterion for the researched peacekeeping operation - UNMEE, MINUCI, UNOCI, UNMIL and ONUB question is focused on the dependent variable - the effectiveness of the peacekeeping missions. The second research question deals withs the group od the dependent variables (Factors of effectiveness).

Bachelor thesis The peacekeeping partnership between the UN and a regional organisation: case of cooperation between UN peacekeeping operation UNOMIG and CIS peacekeeping operation CISPKF Anna Fošumpaurová Abstract The thesis deals with the United Nations' peacekeeping operations. Particular focus is dedicated to cooperation between the UN and regional organisations and what potential benefits and limitations this cooperation offers to peacekeeping. The case study aims to describe the cooperation between in parallel deployed operations of the United Nations (UNOMIG) and the Commonwealth of Independent States (CISPKF) in Georgia, Abkhazia. The chronological span of the thesis is between the August 1993 and June 2009, when UN operation UNOMIG was active. The thesis firstly provides the theoretical framework of UN peacekeeping. This part lays out the legal basis for the deployment of peacekeeping operations, investigates different ways of understanding peacekeeping and its classifications, its basic principles as well as wider processes that influenced peacekeeping's nature after the end of the Cold War, including the increased participation of regional organisations. Security Integration of the Nordic Countries after the Second World War: More than a Security Community

This thesis deals primarily with the security integration of the Nordic countries after the end of World War II. It uses the constructivist concept of security community by Karl Deutsch and his revised version by authors Emanuel Adler and Michael Barnett. It tries to apply the proposed concept to the case of emerging and evolving of the security community in the Nordic region. Additionally, it attempts to deep analysis of the institutionalization of the security cooperation, which came after the end of the Cold War, and describes its limits and potential for the future. Finally, it examines the motives of the Nordic countries' joint participation in the international peacekeeping operations and the potential impact of such participation in shaping and strengthening the Nordic collective identity, which is a cornerstone for such communities.
